According to NEC Nijmegen, who were also interested in taking on the striker, Sahar will now move to Portsmouth instead in a loan deal.
Sahar, 18, joined Chelsea in 2006 from Hapoel Tel Aviv and has made just three appearances for the senior side.
However, in an attempt to gain more first team experience Sahar has had two loan spells away from Chelsea, at QPR and last season at Sheffield Wednesday.
Although Sahar is highly thought of at Stamford Bridge it remains to be seen whether he will fit into new coach, Luiz Felipe Scolari?s plans.
Despite still only being a teenager, Sahar has already been capped by his country, he has seven caps for Israel and two international goals to his name already. He is also Israel?s youngest ever international having made his debut when he was only 17.
However, should the deal go through and Sahar joins Portsmouth, he is likely to give Harry Redknapp an embarrassment of riches in the striking department.
The FA Cup winners already possess Jermaine Defoe, Kanu, David Nugent and John Utaka. Furthermore, Harry Redknapp has also been heavily linked with a move for Liverpool?s Peter Crouch who is thought to be likely to move away from Anfield this summer.
In stark contrast Chelsea?s striking options appear relatively limited. Both Didier Drogba and Andriy Shevchenko have been linked with moves away from Stamford Bridge this summer and Claudio Pizarro and Nicolas Anelka have both endured less than successful starts to the Chelsea careers.
